2020年12月3日,由釜山国际交流财团与中国友好城市共同主办的“釜山公共外交论坛”在釜山举行。此次论坛是釜山国际交流财团和中国的上海、北京、天津、重庆等4个城市的人民对外友好协会以“后疫情时代公共外交,中韩城市间的交流方向和合作课题”为主题举行的首次共同论坛。

2020年12月14日,由察哈尔学会、西南科技大学、国际问题研究基金会拉美中心、欧美同学会西葡拉美分会联合主办的2020年度拉美中心年会在京举行。十余位前驻拉美资深外交官、拉美研究领域顶尖学者与相关单位代表齐聚,共同回顾2020年察哈尔学会拉美研究中心工作,分析研判疫情肆虐下2020年拉美地区的总体形势,并展望来年中拉关系带来的机遇与挑战。

2020年12月18日,由韩国民主和平统一咨询会议青岛协议会主办的中韩国际学术论坛在青岛举行,察哈尔学会会长韩方明、察哈尔学会副秘书长兼延世—察哈尔中心主任张忠义以视频方式在线出席并发表主旨演讲。韩国国立外交院院长金峻亨在主旨演讲中表示,中国提出的“双暂停”和“双轨并行”的方案仍然有效,希望在这一共识的基础上,加强在朝鲜半岛问题上的合作。
2020年12月19日,宾大沃顿中美峰会首次在京举行,本届峰会主题为“下一个十年——合作共赢,构建人类命运共同体”,由金融经济、社会责任、科技发展、国际关系四大板块组成。察哈尔学会会长韩方明,察哈尔学会国际咨询委员会委员、外交部前新闻发言人沈国放大使出席开幕式并发言,国内外1200余人通过线上或线下方式参会。
2020年12月21日,由察哈尔学会、民智国际研究院和美国驻华使馆经济处共同主办的中美经贸关系座谈会在京举行。美国驻华大使馆经济处代理公参倪达信(Chico Negron)、美国财政部驻华代表麦尔敦(Oliver Melton) 等多位经济官员,中国国际贸易学会专家委员会副主任李永、察哈尔学会全国理事会副理事长张国斌、察哈尔学会常务副秘书长周虎城等出席了座谈会。双方期望通过交流为美国新一届政府制定相关国际贸易政策提供客观依据,为推动未来中美经贸合作奠定良好基础。

2021年1月3日,第六届中国海外网络传播力论坛暨2020中国大学、央企、城市海外网络传播力建设系列报告发布会在京举行。北京师范大学新媒体传播研究中心、中国日报网、光明网及北京师范大学教育新闻与传媒研究中心联合发布“海外网络传播力年度报告,”与会专家代表就中国海外网络传播力作主旨发言并互动点评。

In recent years, China has attached great importance to “telling China’s story and making China’s voice heard by the world”. The core of “China’s story” is the “story of the Communist Party of China (CPC)”. This year marks the 100th anniversary of the founding of the CPC. Over the past century, the CPC has led Chinese people through difficulties, overcome obstacles and won one victory after another, which has profoundly changed the fate of both the Chinese people and the country, and also the trend and structure of the world development. The CPC has become a political party with the largest numbers in the world. The 100th anniversary of the founding of the CPC presents an important opportunity to tell the CPC’s story to the international community and this requires our in-depththinking, making good use of the opportunity and acting in a well-planned way.

The impact of Covid-19 on the world economy and international relations is far beyond people’s imagination. International relations have been out of order, and China has become the backbone and a de facto leader of the world’s anti- epidemic forces. China’s international influence and prestige have increased unprecedentedly. The disillusionment of the American and European democratic myth and refreshed understanding of China became the most prominent manifestation in international relations in 2020. China, the only country which achieved economic growth among all the major global economies in 2020, is now playing a key role in the stable development of the world economy. And China has provided strong material support for the global anti-epidemic effort. China’s vaccines have also brought hope to developing countries. Western public opinion on China has shown some signs of positive shift. America’s “Lighthouse of democracy” no longer illuminates. The history has now provided a good opportunity for the effort of telling China’s story well.

New Year message has become an important way for people to say farewell to the past year and express welcome to the new year. Leaders of many countries often take advantage of New Year messages to release positive and importantsignals to the world. New Year message has become an important “window” for the world to examine the changes and adjustments of a country’s domestic and foreign policies, and it has aroused the attention of the international community. Since the 18th National Congress of the CPC in 2012, President Xi Jinping has delivered New Year messages for eight consecutive years. The contents cover the affirmation of achievements, praise of the people, boosting higher morale, appeal for peace, and pushing forward cooperation and development. These New Year messages have aroused much enthusiastic response both at home and abroad and have become a unique way of spreading China’s voice and telling China’s story.

The United States has made increasingly stronger efforts against China with Trump administration’s launch and gradual pushing forward of the Indo- Pacific Strategy in recent years, which has brought a serious strategic challenge to China’s national security. Yet, it has also somehow posed an opportunity for China to break through U.S. strategic containment. China should make corresponding preparations on strategy and policy, including obtaining legitimate rights and interest in developing marine and natural resources in the Arctic region. Public diplomacy, an imported product of the Western world, has its origin in strong religious features. Chinese people, having adopted its concept yet without taking in its religious part, have localized public diplomacy and developed it into a kind of public diplomacy with secular characteristics. The misunderstanding in the discourse of public diplomacy between China and the West largely stems from the difference between religious discourse and secular discourse. By studying public diplomacy’s religious origin in the West and its secular application in China, this paper analyzes the reasons underlying the dispute between these two kinds of discourses.

The Function and Change of Confucius Institutes in Japan from the Perspective of Public Diplomacy

Public diplomacy, which has played a key role in the normalization of China-Japan diplomatic relations, still has a vital function in promoting the future China-Japan relations. The development of Confucius Institutes in Japan, as part of Chinese government’s efforts for innovating public diplomacy, aims to build a channel in a systematic way against the vulnerability brought about by political factors in people-to-people exchange between the two countries.At the same time, Japanese people’s on-site learning of Chinese language and stories and experiencing Chinese culture is conducive to both reducing the information asymmetry caused by Japanese media’s one-sided coverage of China and improving Japanese people’s cognition and attitude towards China. In the long run, Japanese people who have a more objective and comprehensive understanding of China will convey their friendly attitudes towards China to their colleagues, families and friends in their work and daily life, which will have a “water wave” diffusion effect. Confucius Institutes in Japan are like sparks scattered everywhere for cultivating friendship between China and Japan. They are in the interest of transforming China-Japan relations from the current turbulent period to a relatively stable and strategically mutual-beneficial stage.

People-to-people exchange is the social foundation and long-term guarantee for the development of the Belt and Road Initiative (BRI). Opening education to the outside world and accepting foreign students can provide talent and intellectual support for the BRI, establish a wide range of connections, and also build an important path to people-to-people exchange. Activities related to alumni of international students, as a link for the world to understand China and the carrier of people-to-people exchange between countries, bear the attributes of diplomacy, technology, economy, humanity and other resources. Giving a full play to the role of the education and alumni affairs management of international students in colleges and universities can consolidate public opinion’s foundation in thedevelopment of the BRI, elevate the level of China’s opening to the outside world, and build a bridge of people-to-people exchange for the BRI.
An Analysis of Jordan's Foreign Language Policy from the Perspective of Foreign Policy

Language is an important medium of communication between different countries and nationalities. In order to communicate smoothly, people need to learn the languages of other countries. Taking Jordan’s foreign language policy as the research subject, this paper tries to analyze the changes in Jordan’s foreign language policy from the perspective of foreign policy. Between the 1920s and the 1940s as a trusteeship of Britain, Jordan gave priority to developing English education. Along with the change of national conditions and international situation, Jordan began to implement a pluralistic foreign language education policy with English education as the foundation. Since entering the 21st Century, under the impetus of the Belt and Road Initiative, both the number and scale of Chinese courses opened in Jordan have been increasing rapidly.
