2019年12月4日,第五届中韩公共外交和平论坛在韩国国会召开。韩国国会议长文喜相,国会议员金振杓、国会议员朴钉,京畿道议政府市市长安炳龙,中国察哈尔学会会长韩方明,察哈尔全国理事会副理事长张国斌,以及中韩两国的专家和学者200余人等出席了论坛。与会专家、学者们以“探索朝鲜半岛新形势下中韩合作新模式”为主题展开深入研讨。
2019年12月5日,由东莞市政协指导、东莞公共外交协会主办的2019“我与公共外交”沙龙在东莞玉兰大剧院举行,市政协主席骆招群、市政协副主席李光霞、王建周等出席。沙龙活动以推进公共外交与人文交流为目的,以公共外交故事为内容,就东莞市参与“一带一路”建设、弘扬中华文化的精彩历程进行分享交流。
2019年12月6日,察哈尔学会与韩国济州国际和平中心签署战略合作备忘录,察哈尔学会韩方明会长和济州国际和平中心金善贤主任分别代表双方机构在备忘录上签字。双方将继续为推动中韩两国公共外交,加强两国在学术、文化和传媒等领域的交流开展深入合作。
2019年12月10日至11日,“2019•南南人权论坛”在北京举行。来自80多个国家及联合国等国际组织的高级官员、专家学者、驻华使节等300余人,围绕“文明多样性与世界人权事业的发展”主题,并着重就“文明多样性背景下的人权道路选择”“构建人类命运共同体与全球人权治理”“从发展权视角:‘一带一路’促进2030年可持续发展议程”“南方国家人权保障的实践与经验”等分议题进行深入探讨交流并取得共识。
2019年12月13日,发展中国家外交官员汉语文化研修班一行来访察哈尔学会,来自印度尼西亚、老挝、菲律宾等6个国家的27位官员参与。察哈尔学会助理秘书长刘洋主持本次交流活动,察哈尔学会高级研究员赵新利、成锡忠、沈诗伟主讲,双方围绕“中国与非洲关系”和“中国与南亚国家关系”进行座谈。
2019年12月19日,第一届中韩高层安保经济恳谈会在韩国首尔举行,察哈尔学会候任秘书长李强民大使、察哈尔学会朝鲜半岛研究中心首席研究员宁赋魁大使、察哈尔学会副秘书长兼驻首尔代表张忠义代表参加了恳谈会。来自两国外交安保和经济领域的近30名专家和学者,围绕“稳定世界经济贸易的中韩合作方案”和“朝鲜半岛新形势下中韩两国的作用”两大议题展开讨论,坦诚交换意见。
2019年12月27日,中国国际关系学会2019年年会在京召开,会议由中国国际关系学会秘书长孙吉胜主持,外交部副部长乐玉成到会报告国际形势, 察哈尔学会会长韩方明、中国国际关系学会副会长贾庆国等出席。本届年会以“百年大变局与中国特色大国外交”为主题,围绕“百年大变局:国际形势与全球治理”“中国特色大国外交理论发展”“中国特色大国外交实践创新”等议题进行了理论结合实践的深入讨论。
2020年1月8日,尼泊尔驻华大使利拉·马尼·鲍德尔(Leela Mani Paudyal)到访察哈尔学会,察哈尔学会韩方明会长亲切会见并设宴招待, 双方就“共同推动喜马拉雅区域经济、文化等各方面的合作与发展”达成共识。2月17日,鲍德尔大使致函韩方明会长,对新冠肺炎疫情之际中国政府和人民的不懈斗争表示支持与声援。3月4日,韩方明会长为即将离任的鲍德尔大使夫妇饯行,鲍德尔大使表示,“疫情展现了一种团结精神,尼泊尔人民通过多场祈愿活动继续声援中国抗击新冠肺炎疫情。今年是尼中建交65周年,他期待与察哈尔学会保持沟通,延续跨越喜马拉雅的友谊。”
2020年1月14日,巴拿马运河移交20周年纪念会在北京金台艺术馆隆重举行。察哈尔学会秘书长李强民大使,中国国际问题研究基金会执行理事长、察哈尔学会国际咨询委员会委员沈国放大使,察哈尔学会外交事务委员会委员、外交部拉美司原副司长徐贻聪大使出席纪念会并作主旨发言。当日中午还举行了察哈尔学会2019年度拉美工作总结午餐会,三十余位学会前驻拉美资深外交官、拉美研究顶尖学者与友好单位代表齐聚,分析研判2019年拉美地区形势,展望中拉关系带来的机遇与挑战。
2020年1月17日,由察哈尔学会主办的“新时代中国公共外交研讨会” 暨《国之交如何民相亲:新时代中国公共外交之道》发布会在京举行,察哈尔学会会长韩方明、中国人民大学国际关系学院教授王义桅、察哈尔学会国际咨询委员会联席主席吕凤鼎等出席并发言。与会专家围绕新时代中国公共外交面临的机遇、挑战,探讨新时代中国公共外交如何迈上新台阶。
2020年2月4日,察哈尔学会研究员、东伦敦大学博士生导师、尼日利亚国防大学客座教授、广东财经大学国际商学院院长黄庆安教授应邀在英国基尔大学做了题为《民族散居跨国企业:对尼日利亚散居企业家的研究》的学术讲座。基尔大学社会、政治和全球研究学院BÜLENT GÖKAY教授团队和黄庆安一行开展了热烈友好的学术对话。
2020年2月26日,韩国佛教太古宗举行抗击新冠疫情祈愿仪式,并通过中国驻韩国大使馆向中方捐赠了3000万韩元善款。中国驻韩国大使邢海明、太古宗总务院长虎溟法师、察哈尔学会副秘书长张忠义等出席了当天的祈愿和捐赠仪式。双方希望继续加强合作,深化中韩两国的宗教文化交流。
2020年3月4日,由察哈尔学会协调、北京江苏企业商会牵头募集的韩国防疫物资捐赠仪式在韩国驻华大使馆举行,察哈尔学会会长韩方明、北京江苏企业商会会长范玉荣向韩国驻华大使张夏成递交了捐赠物资名录。3月5 日,防疫物资抵达韩国,通过韩国国会“新冠-19疫情对策特别委员会”捐赠给大韩红十字会,对韩国民众抗击疫情提供有力帮助,多家韩国主流媒体对此进行了报道。3月10日,“新冠-19疫情对策特别委员会”委员长金振杓发来感谢电。
2020年3月13日,察哈尔学会会长韩方明率察哈尔学会代表团到访韩国驻上海总领事馆,礼节性拜会韩国驻上海总领事崔泳杉先生。双方在会谈中均表示,中韩两国携手战胜疫情之后,中韩两国人民的友好感情会进一步加深,中韩两国的各层级交往会更加密切,中韩两国政治、经济以及文化的各项合作会更加活跃。
2020年3月27日,新加坡力匯有限公司致信察哈尔学会会长韩方明表示, 已决定与察哈尔学会合作,以一百万新加坡元用于采购口罩等防疫物资捐赠给韩国,特委托察哈尔学会协助办理相关事宜。此项合作正在有序进行中。

China and U.S. Should Re-establish a Model of Relations between Major Nations through Fighting COVID-19 with Solidarit

For their common interests and for the whole world’s political and economic stability, both China and the U.S. should cooperate closely to fight COVID-19 in accordance with the consensus reached by the leaders of the two countries, and set an example for the world through fighting the epidemic with solidarity. While dealing with the pressure brought about by the epidemic, both countries should also actively implement the trade agreement that has been reached and resume bilateral communication in a timely manner without widening their differences. As long as the two sides set aside their prejudices, cooperate sincerely and unite to fight the COVID-19 epidemic, China and the U.S. can help to lead the world out of the epidemic crisis and re-establish a model of relations between major nations on cooperation.

The 2020 G20 Special Summit themed on fighting against COVID-19 together through global cooperation was successfully held via video conference on March 26th, marking the global communication of the international community on uniting and cooperating to fight against COVID-19 has entered a new phase. In this new context, all countries need to have a deeper comprehensive understanding of the essence and the nature of the idea of “all human societies are a community of share future”. China should also further realize that it is our country’s bounden and historical responsibility as a major nation to participate in and promote global anti-epidemic cooperation. At the same time, we should grasp the two key points in international communication under the new context — collaboration in the fight against the epidemic and cooperative development.

Since the COVID-19 outbreak, China has adopted a series of measures on prevention and control, with a responsible attitude as a major nation and a high sense of responsibility for the health of all human beings, which has achieved a remarkable degree of preventive and control effects and won high appreciation from international organizations, foreign governments as well as international public opinion. China's destiny has been so closely connected with that of the whole world and the concept on “a global community of shared future” has been well manifested in the practice of either China’s whole national unity in fighting the epidemic or different foreign countries’ assistance and support to China’s epidemic control.

The high contagiousness of COVID-19 has caused panic of various levels among people in different countries. There has been stigmatization of China in the international public opinions. The epidemic is not only a test of China’s public health governance capability, but also a test of China’s overall national governance capability and public diplomacy’s discourse power. “How to tell China’s story regarding the fight against COVID-19”, “how to show the image of China as a responsible major nation” and “how to spread the concept of building a global community of shared future” have become the three main themes of public diplomacy during the epidemic. The principles on “Understanding China, recognizing China and aligning with China” and relevant practices on building a global community of shared future have both become crucial in conducting public diplomacy during the COVID-19 epidemic.
Fighting COVID-19 Epidemic and Building China’s National Image

The outbreak of COVID-19 in Wuhan and the subsequent global spread has been not only a big challenge to the global public health system, but also to the building of China's international image. Talks centering around the so-called“Wuhan virus”, “sickmen of East Asia”and “China’s apology”are allaimed at using the epidemic to stigmatize China. To transform the challenges of the epidemic into an opportunity to build China's national image, we must tell at least three stories: first, the story of the Chinese government’s rapid response to the epidemic and how it led people to get united together to fight the epidemic;second, the story of both Chinese people and NGOs’ active cooperation and bold actions;third, the story of China’s active assistance to other countries in fighting the epidemic as a responsible major nation. The COVID-19 epidemic is a crisis, a disaster and also a big test. Yet, China will further grow in tribulation and display itself as a major nation and its sense of responsibility in building “a global community of shared future”.

Public Diplomacy in Global Public Health Governance — With China’s Prevention and Control of the COVID-19 as the Case

Since the COVID-19 outbreak, the National Health Commission of the PRC has launched the joint prevention and control mechanism of the State Council to cope with the epidemic. Spokesmen, ambassadors, experts and scholars are the mainplay of public diplomacy during the anti-epidemic. The People’s Daily, CGTN, China Daily and China Foreign Languages Publishing Administration are the main media of public diplomacy, providing overseas audiences with the updated data focusing on the epidemic and prevention and control measures. Taking China’s COVID-19 epidemic prevention and control as a case of study, this paper analyzes public diplomacy in global public health governance and puts forward several thoughtful suggestions.

On January 30, 2020, based on the two facts that the novel coronavirus (2019-nCoV) cases in China increased quickly and cases were also found in several other countries, World Health Organization (WHO) declared the novel coronavirus (2019-nCoV) outbreak a public health emergency of international concern (PHEIC). The epidemic not only caused great harm to China’s economic development in the short term, but also incurred damage to China in terms of international public opinion. For China which is at the center of the world’s attention, “fighting the epidemic” not only challenges the government’s governance capabilities, but also brings opportunities for China to raise its international voice in the field of public health.
Paths, Characteristics and Enlightenment of Overseas NGOs’ Support of Public Diplomacy — the Experience of China Chamber of Commerce in Kenya during the COVID-19 Epidemic

During the global public health crisis caused by COVID-19 epidemic in early 2020, as one of China's overseas Chinese NGOs in Africa, the Kenya China Chamber of Commerce has made use of its own unique communication channels and influence and participated in China’s epidemic prevention and control through various ways, including building up platforms, coordinating contacts, and collecting materials. All these not only have allowed it to effectively take participation in Chinese domestic fight of the epidemic, but also have shown to the local Kenya people the positive image of overseas Chinese’s patriotism, unity and dedication, and featured NGOs’ characteristics of being flexible, sustaining and united. The experience of China Chamber of Commerce in Kenya has provided enlightenment on overseas Chinese organizations in supporting public diplomacy activities.

China’s City Diplomacy Report 2019: An All-round, Multi-level and Wide-range New Pattern of City Diplomacy

With the continuous development of multi-polarization, economic globalization and social informatization in the world, the connotation and extension of national interests have been greatly expanded, and traditional diplomacy has undergone important transformations from content to forms. Among them, sub-national actors represented by local cities have unique advantages on diplomacy with flexibility, diversity and quiet but deep-going effect. Local cities now have stepped onto the diplomatic stage and are playing an increasingly important role. In May 2014, President Xi Jinping delivered an important address at the China International Friendship Cities Conference & the 60th Anniversary Commemoration of the Establishment of the Chinese People’s Association for Friendship with Foreign Countries, pointing out that we should “better promote people-to-people diplomacy, city diplomacy and public diplomacy, and make new and greater contributions to China’s non-governmental international friendship building.” In 2019, as a useful supplement to major nation diplomacy with Chinese characteristics, city diplomacy has become more varied in practice and more mature in experience, and has begun to develop from a flat level to a three-dimensional level.

China and Japan are neighbors linked by the sea. Since China launched the Belt and Road Initiative (BRI), Japan has undergone a shift from questioning and bearing vigilance to active participation. Chinese President Xi Jinping has met with Japanese Prime Minister Shinzo Abe on eight different occasions to discuss the BRI, through which Japan’s understanding of the BRI and its participation level has demonstrated some changes. The BRI will affect China-Japan relations in a profound way and both countries should further promote their cooperation.

The 70th National Day of the People’s Republic of China (PRC) was a great event worthy of warm celebration by the people of all ethnic groups throughout China. Chinese government held various activities such as a meeting of celebration and a military parade. Japanese government, society and media all paid close attention to this important event, and Japanese five main national newspapers including the Asahi Shimbun released relevant editorials. Based on these editorials, this paper introduces and analyzes Japanese mainstream media’s perceptions and attitudes towards China’s National Day celebration activities on October 1st, 2019 and the great achievements that China has made in the 70 years since the founding of the PRC.

Since the outbreak of the COVID-19 epidemic, China as a entire country has made concerted efforts and created a fairly good situation through hard work, resulting in turning the epidemic prevention and control onto a positive trend. This has been fully confirmed by the international community and also aroused great attention of the international public opinion. The mainstream Western media has continued its leadership in this round of shaping the international public opinion, presenting a huge amount of facts about COVID-19 epidemic. Although these facts are conducive to fully displaying the image of China’s struggle with the epidemic, the value judgement of China’s political system is yet also mixed in the reports, with many negative elements in these reports. We need to stay vigilant on this issue.

Think tanks have developed in the U.S. with a long history and in large numbers, and they have made significant impacts on the political, economic, cultural and military aspects of the U.S. This paper analyzes the development of think tanks in the U.S. from the perspective of how think tanks’ development has been promoted by international political changes and how huge amount of capital has provided sufficient funds for think tanks in their operation. The paper also probes deeply into American think tanks’ production of public opinions around the world as well as the think tanks’ defects on both knowledge production tendency and professional ethical issues. Through the above research analysis, the paper aims to provide some reference for China’s think tanks in their academic research, ideological production, public diplomacy and influence enhancement.
OPEC’s Public Diplomacy under the Circumstance of Global Climate Governance

OPEC, an energy organization formed by developing countries, aims to coordinate oil production policies, control international oil prices and the amount of production, and safeguard the oil sovereignty and economic interests of oil producing countries. After its establishment, to confront unceasingly various kinds of disputes and criticisms, OPEC launched its public diplomacy activities very early on. During the Cold War, OPEC improved its international situation and established its international status mainly through the “Third-Worldism” public diplomacy. After the end of the Cold War, climate issues became increasingly severe and global climate governance became key words among the international community. OPEC which mainly produces and sells traditional energy has met with numerous criticism and questioning. In order to win back support and recognition of the international community, OPEC’s public diplomacy has made obvious responses. However, it still faces a series of constraining factors.
COVID-19 Epidemic’s Impact on China-Samoa Relations and Post- Epidemic Reconstruction Path

The outbreak of COVID-19 in January 2020 has aroused great attention from both government and people of Samoa, who have just experienced severe measles epidemic with backward medical and health conditions. During the COVID-19 epidemic, the Samoa government has firmly supported China to sustain the bilateral friendship. However, since China-Samoa tourism exchanges, economic and trade cooperation and assistance projects will be negatively affected by the epidemic, Chinese government should keep on promoting bilateral cooperation on Belt and Road Initiative (BRI) and the civil society should further strengthen bilateral people-to-people exchanges after the epidemic, so as to rebuild the friendly China-Samoe relations.

Music is an art of not only emotion, but also thoughts and ideas. Music bears the features of a country’s political system, values and culture in its own unique way, and plays an important role in enhancing a country’s political influence, shaping its image and safeguarding its interests. “Guns” or “Roses”: Music in Public Diplomacy (Zeng Linzhi, Shanghai People's Publishing House, August 2018) presents a “the oretical model of music diplomacy”. Taking music diplomacy interactions among the three major nations— China, the U.S. and Russia as an example, this paper analyzes the roles of“political vanguard”, “concept ambassador”, “identity mark” and “cultural bridge” that music plays in public diplomacy, which offers some enlightenment as to how to use music in China’s public diplomacy.
