Against the special backdrop of the Covid-19 pandemic, the 2020 Tokyo Olympic Games and 2022 Beijing Winter Olympic Games have been successfully held, attracting great public attention. A communicable friendly Olympic image which integrates ceremonial symbols, humanistic stories, daily life and other multi-dimensional fields permeated the Olympic venues, playing a prominent role in soothing social emotions, striking common accord, and building identity of values. Amity was communicated through various levels such as the ceremonies, contact among the people and mascots. A culture of friendship with Chinese characteristics experienced an unprecedented display, giving expression to friendly image of the country. The article suggests that a sustainable communication of the friendly China image should be achieved with a strategic system in which the friendly image is built on values, with all-dimensional tools of communications, and based on rich cultural traditions.

As an important and original concept in the diplomatic circle of China, people-to-people diplomacy has been enriching its meaning and practice. In the process, international law in a broad sense, has played an important role. Peopleto- people diplomacy is regulated and guaranteed by private international law and international economic law. There is a complex two-way interaction between international law and international non-governmental organizations upon which people-to-people diplomacy stands. Based on these factors, China’s people-topeople diplomacy should focus on national security, identify the purposes of relevant international organizations, gain a full understanding of the international situation in the post-pandemic era, and strive for support with a universally recognized discourse. In addition, it should adhere to the global order based on international law and oppose the attempts to subvert existing international relations and the international legal system.

To implement President Xi Jinping’s instructions and build an overseas emergency rescue system are an important link in protecting China’s development interests and strengthening the protection of its overseas interests. Based on the security risk situation faced by overseas Chinese enterprises and personnel, this paper defines the basic concept and content of overseas emergency rescue, systematically analyzes the current situation of the emergency rescue system along the Belt and Road routes, and offers some suggestions for solving the problems.

The Obama administration began to attach importance to Cambodia’s strategic position and actively developed bilateral relations between the United States and Cambodia with the scale of assistance to Cambodia reaching to a new height. During that period, steady increase of U.S. aid to Cambodia raised the per capita aid level to a new height. The United States State Department, the USAID and other official institutions served as the major players for economic and military assistance, and the U.S. aid was characterized by exporting “democracy and human rights” as a vital goal with economic assistance as the main part and military assistance as the auxiliary part. The United States has long-term strategic considerations in its aid policy to Cambodia: balancing China’s influence, infiltrating values, seeking economic benefits, establishing a moral image, and expanding military influence. After long-term development, the United States has attained some results with the establishment of a comprehensive aid mechanism to Cambodia. Aid, which played a vital role in the development of U.S.-Cambodia relations, provides an important perspective for understanding the relationship between the United States and Cambodia.

A Study of China-Japan Cultural Exchange Practices—With the Willow Art Troupe of Yangzhou Association of Public Diplomacy as an Example Wu Ling · 98 · Compared with traditional public diplomacy, new public diplomacy needs to give full play to the functions of non-governmental organizations (NGOs) and the public. The Willow Art Troupe of Yangzhou Public Diplomacy Association is such an NGO that has been long engaged in cultural exchanges between China and Japan with art as the vehicle for implementing the idea and mission of public diplomacy. This paper aims to study how to effectively allow NGOs to play their roles in better promoting understanding and cultural exchanges between China and Japan. Taking the Willow Art Troupe of Yangzhou Public Diplomacy Association as an example, the paper analyzes the gains and losses in the troupe’s development process, illustrates the importance of many issues in China-Japan cultural exchanges from a new public diplomacy perspective, including interaction, academic support, coordination between government and the public, balance between public and private interests, as well as multiple activity modes with an online and offline combination, and then further considers how to innovate with a broad perspective and a wide vision.

A Chinese Vision and Historical Opportunity: “The Eurasia Tea Route” World Historical and Cultural Heritage Application Project and the Power of Zhangjiakou’s Discourse Chang Zhongyi & Liu Qiugen · 105 ·

President Xi Jinping proposed the Belt and Road Initiative (BRI) to the world in 2013, and spoke, first in Russia in 2013 and Mongolia in 2014, about the historical value and practical significance of the tea route that linked the three countries of China, Russia and Mongolia in post-17th century. The application for entering the “Eurasia Tea Route” into World Historical and Cultural Heritage list has seen, in recent years, Zhangjiakou being an active and important city. It was where the route went north beyond the Great Wall, into the Gobi Desert and grasslands, serving as the main actor of tea trade between China and Kiakhta in Russia in the Qing Dynasty and the early Republic of China period. Zhangjiakou was also an important historical and cultural origin of the culture of Charhar region. It is of great significance for Zhangjiakou to take advantage of the historic opportunity presented by the application, with a contemporary view, clearly understand the relationships between China, Russia and Mongolia from an angle of public diplomacy, and build its discourse based on academic research.

A Portrayal of the China-Brazil Friendly Exchanges—Book Review of The Story of China and Brazil Bao Yu · 114 ·

The book The Story of China and Brazil (edited by Zhou Zhiwei and Wu Changsheng and published by the Continental Communications Press in March 2020) was published on the occasion of the 70th anniversary of the founding of the People’s Republic of China and at the same time the 45th anniversary of the diplomatic relations between Brazil and China. It was jointly recommended by Aldo Rebello, former President of the House of Representatives of Brazil, and Yang Wanming, former Chinese ambassador to Brazil with their respective prefaces. The book consists of four parts: Memory, People, Cooperation, and Exchange. From the perspective of “small stories but reflecting a great history”, the book offers a comprehensive and enthusiastic presentation of various aspects of China-Brazil friendly exchanges, including the long history, prominent people, cooperative projects and cultural exchanges. It is of high reference value for understanding the achievements and experience of China-Brazil public diplomacy.
