2018年12月14日,成均中国研究所与中国公共外交协会共同举办以“中国改革开放40周年评价与展望”为主题的国际学术会议,此次会议被外界评价为是首次在海外举办的纪念中国改革开放40周年国际学术会议。会议邀请了中国国务院新闻办公室原主任赵启正、中国公共外交协会副会长龚建忠、中国原驻韩国大使宁赋魁、复旦大学中国研究院院长张维为、吉林大学公共外交学院院长刘德斌、复旦大学国际关系与公共事务学院执行院长苏长和等嘉宾参加。另外200余位来自政府、高校等的听众全程参与了此次会议。

2018年12月17日,“2018年拉丁美洲形势与中拉关系研讨会”在北京举行。由察哈尔学会主办的本次研讨活动回顾了近期拉丁美洲形势,分析、展望了中拉关系的现状及前景。

2018年12月18日,察哈尔学会和欧美同学会西葡拉美分会在察哈尔学会秘书处会议室联合主办“中国和智利的合作领域和路径”研讨会,邀请智利在华留学生,共同商议短、中、长期两国关系的发展基石和面临问题。

2018年12月26日,在中美正式建交40周年即将到来之际,由中国人民大学国家发展与战略研究院和中国网联合主办,中国人民大学公共外交研究院协办的“中美关系与公共外交40年”圆桌论坛在中国人民大学召开。中国人民大学副校长贺耀敏、中国网总编辑王晓辉出席论坛并致辞。中国人民大学国家发展与战略研究院副院长王莉丽主持论坛。

2018年12月28日,中国2018三亚公共外交论坛在三亚举行。相关专家学者汇聚鹿城,围绕“新时代•新机遇——海南自贸区建设”的主题展开交流,为海南自贸区、自贸港建设建言献策。三亚公共外交研究院副院长孙治国代表论坛发布了“三亚公共外交论坛+”共识,同时公布中英文版《2018“一带一路”公共外交报告》。

2018年12月28日,中美贸易战及未来走向研讨会在察哈尔学会打磨厂办公室大会议室举行。本次会议由察哈尔学会、民智国际研究院、海国图智研究院、清华大学全球化研究中心联合主办。民智国际研究院理事高岩主持会议。全国政协常委、察哈尔学会中美关系全国委员会委员、北京大学国际关系学院前院长贾庆国发表主旨演讲。

2019年1月7日,中国首部以巴拿马为主题纪实文学《约会巴拿马》与中拉公共关系研讨会在北京举行,来自中国外交部、中国人民对外友好协会、中国公共外交协会等多名官员学者以及数位拉美国家驻华大使参会,从民间文学出版物角度共同探讨中拉公共外交新局面。长江日报报业集团高级记者、察哈尔学会高级研究员余熙通过自身实地考察经历撰写《约会巴拿马》一书,全书以40余万字和600余幅图片向中国社会全面介绍巴拿马历史文化与风土人情,并在中巴两国建交之际出版。巴拿马总统巴雷拉在为此书题序中称,“本书为推动巴拿马与中国人民之间的文化交流和传统友谊起到重要桥梁作用”。

2019年1月29日,上海合作组织第一个公共外交中心在乌兹别克斯坦首都塔什干正式建立。根据安排,该中心计划今年举办30多项活动,包括博览会、保护文化遗产活动及成员国非政府组织会晤等,以增进各国间相互信任和睦邻友好。2017年6月,乌兹别克斯坦总统米尔济约耶夫在哈萨克斯坦首都阿斯塔纳举行的上海合作组织成员国元首理事会会议上提出了创建公共外交中心的倡议。

2019年2月12日,中国改革开放40周年主题巡展晚在开罗歌剧院举行, 展览通过珍贵的图文资料与中外民众共同分享中国改革开放40年的难忘历程和辉煌成就,展望中国与世界携手发展的美好前景。中国驻埃及大使宋爱国在开幕式上说,改革开放以来,中国成功实现由封闭半封闭到全方位开放的历史性转变,也成为国际社会公认的世界和平的建设者、全球发展的贡献者、国际秩序的维护者。

In Conducting Cultural Exchanges with Foreign Countries, China Must Pay Attention to the Innovation of Ideas and Ways

Any nation or country in the world, at any time and under any conditions, invariably promotes the spread of its culture to the outside world in order to enhance their external influence and improve their external environment for survival and development. This is true of the United States, Britain, France, Germany and other Western countries, as well as Russia, India, Japan, South Korea and other neighboring countries of China. It is also true of Iran, Turkey, Saudi Arabia and other Muslim countries.

China is a huge developing country with more than 50 ethnic groups, nearly1.4 billion people and 5000 years of brilliant civilization. It is also at a critical historical junction of comprehensive rejuvenation and quickly moving toward the world center stage. Thus, China should regard the dissemination of its culture to the outside world as a long-term and arduous historical task of the CPC and the entire nation, adhere to the innovation of ideas and ways, and make every effort with a down-to-earth attitude.

The Research and Evaluation Mechanism of US Public Diplomacy after World War II (1945-2015)

The research and evaluation is an important part of US public diplomacy’s long-term development mechanism, leaving an important impact on the development of US public diplomacy. There have been three main ways in US public diplomacy’s research and evaluation mechanism since World War II. The first is the establishment of the four advisory committees under the US Information and Education Exchange Act. The second is the research and evaluation function of American public diplomacy practitioners, and the third is interim committees established for solving certain problems. The purpose of this paper is to systematically study the research and evaluation mechanism of US postwar public diplomacy strategy from a historical point of view, and on this basis, to explore its enlightenment to China on enhancing the effectiveness of public diplomacy.

Teaching and Practice of US Public Diplomacy: A Case Study of the University of Southern California

Since Trump was elected president of the United States at the end of 2016, Sino-US relations have been accompanied with disputes. Behind the frequenttroubles the Trump Administration has made against China on trade, Taiwan and the South China Sea issues, it points to the basic fact that the US strategy toward China is undergoing a major shift, and the Sino-US relations seem to be evolving in a disturbing direction. To understand the US diplomacy toward East Asia and the Chinese factor behind it, we need to adopt a realistic and down-to earth mentality.

Several Issues Needing Attention in Constructing the Peace System on the Korean Peninsula

In 2018, great changes took place in the situation on the Korean Peninsula. The DPRK has taken the initiative on diplomatic engagement. Through having summit talks with the three countries respectively of China, ROK and the United States, DPRK has again provided impetus for the realization of the denuclearization of the Korean Peninsula. In the new round of negotiations, resolving the DPRK nuclear issue and building a system of peace on the Korean Peninsula remain the key issues of concern to all parties. In the process of building a system of peace, it is necessary not only to clarify the root causes of the DPRK nuclear issue, but also to choose appropriate forms of talks and adopt flexible strategies to promote the denuclearization on the Korean Peninsul

New Thinking in China’s New Public Diplomacy in Promoting Overseas Infrastructure Projects

Under the guidance of the Belt and Road Initiative, China’s overseas infrastructure construction has yielded fruitful results. The innovation model of cooperation on the third-party market has been developed, and infrastructureinterconnection will continue to deepen. China’s overseas infrastructure construction is ushering in a new historic opportunity. Geopolitical risks, political variables of host countries, terrorism and the trends on anti-globalization will also bring many challenges to overseas infrastructure investment and construction for a long time. Based on the analysis of the systematic design of US private investment corporations’ investment and cooperation overseas, and the American practice on protecting their national overseas interest, this paper provides new ideas for China to learn from the US public diplomacy, to promote overseas infrastructure construction through public diplomacy, and to effectively realize overseas interest protection.

Successful Experience of Table Tennis Diplomacy between China and Papua New Guinea

Table tennis diplomacy has played an important role in diplomatic activities between China and the Independent State of Papua New Guinea (PNG). This paper analyses the role, successful experience and strategic significance of table tennis diplomacy in diplomatic activities and on bilateral relations. Table tennis diplomatic activities with PNG represent a public diplomacy effort with multiple actors and diverse contents. It has not only been an event of sport diplomacy, but also of educational diplomacy, effectively pushing forward the Belt and Road Initiative in PNG as well as all-around pragmatic cooperation between the two countries, expanding the influence of the BRI to the Oceania and Pacific island countries in a better and faster way. Moreover, it has promoted China’s major country diplomacy with Chinese characteristics, contributed to the cause of world table tennis and established a good national image of China.

The Return of the Esoteric Sect Is My Greatest Wish in Life

Ekan Ikeguchi is the resident abbot at Shojoshinin in Bekkaku-honzan (special head temple) of the Koyasan Shingon sect in Japan. Being a holy place  of Buddhism in Japan, Koyasan Mount was recognized by the UNESCO as a site of World Intangible Cultural Heritage in 2004. Highly respected in Japan, Ekan Ikeguchi is an expert in goma fire rituals. He enjoys strong influence in Japan’s political, economic and academic circles and has had close relations with such political figures as Junichiro Koizumi, Shinzo Abe and Hiroshiro Nozo. Master Ikekou believes in and practices the Buddhist concept of treating both enemies and friends the same way. He holds the view that religion should serve the country and diplomacy. He has a deep relationship with two generations of DPRK leaders and maintains close contacts with Russian leaders. He is called Shinzo Abe’s spiritual mentor. Because of his influence on Japanese politics, he is referred to as “the eccentric monk of the Prime Minister’s Residence” by the Japanese media.

The Belt and Road Initiative is a major undertaking for China. Southeast Asia is a key area for implementing the BRI. A large number of Chinese enterprises are expanding their markets in Southeast Asia. The Response of the Malaysia Chinese Community to the Belt and Road Initiative: A Case Study of the Sin Chew Daily

Founding of the First Confucius Institute in Samoa

The ceremony to unveil the Confucius Institute at the National University ofSamoa (NUS) was held on September 10, 2018, marking the establishment of thefirst Confucius institute in the Independent State of Samoa. This institute is co- founded by Liaocheng University and Samoa National University. Image Game in Diplomatic Practice: A Review of The Logic of Images in International Relations

Robert Jervis, a theorist of international relations, rewrote his doctoral thesis which was published in 1970. The translation of The Logic of Images  in International Relations was finally published in 2017. The book’s focus on “signaling” and “deception” in international relations is not out of date. In fact, it is of greater importance in emphasizing national discourse today. Jervis provided a new angle to such diplomatic techniques, i.e., it is of both strategic importance and great significance in analyzing diplomatic practices through the study of the use of signals and images. Based on the theory in the book and specific cases, this paper tries to interpret and reflect on the image game and its value in diplomatic practice.
