2020年6月3日,察哈尔学会聚焦后疫情时代的中日韩三边合作与全球治理,组织召开线上研讨会。中华人民共和国前驻大韩民国大使邱国洪以及三位察哈尔学会研究员分别围绕“用好中韩抗疫合作成果”“后疫情时代需要中日韩加强区域经济合作”“新冠肺炎疫情加剧全球治理体系变革进程和发展趋势”发言,300余位社会各界人士通过线上参与研讨。
2020年6月11日,察哈尔学会会长韩方明应邀出席了东盟北京委员会例行午餐会,向东盟十国大使宣讲了全国“两会”及港版国家安全法,并同与会的东盟国家使节展望后疫情时代中国与东盟在政治、外交、经贸等领域的合作,就中美关系、区域安全等议题交换了看法。
2020年6月29日,经外交部批准,刚刚从中国驻韩国大使任上卸任的邱国洪大使出任察哈尔学会东北亚事务首席研究员,韩方明会长在聘任仪式上致辞并颁发聘书。韩国共同民主党议员、察哈尔学会国际咨询委员会委员金振杓表示“期待促进中韩合作”,多家韩国主流媒体对此进行了报道。
2020年7月9日,由中国公共外交协会、北京大学和中国人民大学联合举办的中美智库媒体视频论坛举行,本次论坛主题为“相互尊重、信任合作——把握中美关系的正确方向”。国务委员兼外长王毅发表致辞,就推动中美关系重回正轨提出激活和开放所有对话渠道、梳理和商定交往的清单、聚焦和展开抗疫合作等建议。
2020年7月17日,全球抗疫中的公共外交温州力量——2020温州公共外交研讨会举行。市政协副主席、温州公共外交协会会长鲍小瓯出席会议并致辞,复旦大学教授沈丁立博士作“全球战疫和中国外交”主旨演讲。研讨会还邀请市政协委员、日本侨领代表、外籍人士代表等与会嘉宾共同探讨温州公共外交的开拓发展之路。
2020年7月18日,由察哈尔学会主办、中国民营经济国际合作商会协办的中日高层次线上闭门研讨会举行,全国政协外事委员会副主任、察哈尔学会会长韩方明会见了与会的中方人员,并围绕“后疫情时代背景下深思中日合作抗疫对两国关系的影响”和“世界格局演变下的中日关系——思考共识•展望未来”两个专题,就中日关系发展建言献策。
2020年7月23日,察哈尔学会会长韩方明会见越南驻华大使范星梅一行,双方就区域安全、南海局势和香港实施国安法等交换了看法。双方一致认为应防范域外势力过度介入南海,管控好分歧和争议,探讨合作开发和利用海上资源。
2020年7月28日,东莞公共外交协会召开第一届第八次理事会,东莞公共外交协会会长李小梅、市政协副主席邓浩全、东莞公共外交协会副会长莫浩棠以及协会副会长、常务理事、理事参加。会议强调,面对复杂多变的国际形势,协会要始终坚定服务国家整体外交大局和东莞经济社会发展,运用民间力量,推动东莞公共外交发展。
2020年7月30日,江门市公共外交协会召开第一届第八次理事会及第四次会员大会,市公共外交协会会长周伟万、常务副会长赵翠玲、副会长胡念芳等48名会员出席会议。会议听取了江门市公共外交协会2019年及2020年上半年工作报告,还邀请了广东省社会科学院国际问题研究所所长刘伟围绕“疫情影响下的广东对外人文交流新趋势”主题作辅导报告。
2020年7月31日,尼泊尔新任驻华大使马亨德拉•巴哈杜尔•潘迪阁下在使馆举办到任午餐会,察哈尔学会会长韩方明,察哈尔学会高级研究员、南亚问题专家马加力,察哈尔学会高级研究员、前驻尼泊尔大使馆国防武官成锡忠,本刊编辑部主任、察哈尔学会副秘书长马文生等应邀出席。
2020年8月4日,缅甸驻华大使苗丹佩一行到访察哈尔学会适园总办公室,察哈尔学会会长韩方明会见客人,并向苗丹佩大使介绍了察哈尔学会在公共外交、半岛问题、中美关系、东南亚区域研究等领域的情况。苗大使提议未来察哈尔学会和缅甸战略与国际问题研究所(MISIS)开展合作,并邀请察哈尔学会在疫情稳定后组团访缅。双方还就中美关系、南海问题、双边经贸问题交换了看法。
2020年8月12日,马来西亚驻华大使拉惹•拿督•努西尔万在大使官邸会见并宴请了察哈尔学会会长韩方明,学会高级研究员张明舟、高级研究员王冲和本刊编辑部主任、学会副秘书长马文生陪同参加了活动。双方就中美关系、南海问题、台湾和香港问题等共同关心的话题交换了意见。
2020年8月12日,驻华韩国文化院(北京)院长金辰坤公使一行到访察哈尔学会并参观“和乐——高孝午雕塑作品适园展”。察哈尔学会会长韩方明亲切会见金院长一行,对韩国文化院促进中韩两国人民之间的相互了解、推动两国公共外交活动表示赞赏。金辰坤院长对察哈尔学会在全方位、多领域推动韩中两国友好的贡献表示钦佩,他提议双方加强合作、推动两国人文和文化交流,并合作举办两国的人文和艺术交流等公共外交活动。

Where Is the DPRK-US Dialogue Going in 2020? — Review and Forecast of the Denuclearization Process on the Korean Peninsula

The situation on the Korean Peninsula affects the whole Northeast Asia. After the DPRK and the US reached a consensus on the issue of “denuclearization of the peninsula” in 2018, the relationship between the two countries has eased significantly. However, no breakthrough has been made on the improvement of the DPRK-US relations or the issue of the peninsula’s denuclearization to this day. This paper analyzes the status quo of DPRK-US relations, expounds the US’s strategy towards the DPRK, the DPRK’s position in the DPRK-US Dialogue and China’s attitude towards the issue of the Korean Peninsula, analyzes the process ofdenuclearization on the peninsula, and offers a forecast of the DPRK-US relations.

The Global Crisis and China’s Solutions: Reflection on Public Diplomacy Concerning the COVID-19

While the COVID-19 which broke out in early 2020 has blocked international exchanges and cross-border flows, it has also created a rare historical opportunityto explore a new normal of globalization and promote the transformation and upgrading of China’s public diplomacy. The paper studies the logic of the practice of anti-epidemic diplomacy, discusses China’s ideas on digital public diplomacy, analyzes the “abnormal” and “new normal” of public diplomacy during the pandemic, and summarizes the change in the role of public diplomacy that has taken place since the onset of COVID-19.
The Building of Public Health Cognitive Community and Public Opinions on COVID-19

The public health cognitive community with an “authoritative network built on core professional knowledge” in response to global epidemics can play an important role as a power agent, builder of public opinion and guide to actions. In understanding COVID-19, it plays the important role of tracing the origin and clarifying its emergence. In confronting massive false information and mistaken comments on COVID-19 released by some countries and their attempts to politicize the virus and stigmatize China, it is necessary for China to lead the efforts to build a public health cognitive community and reach consensus throughout the world with the wisdom of science, so as to help unite world public opinion and create an environment on global cooperation in response to the COVID-19.
Some Thoughts on How to Tell Stories of China’s Anti-COVID-19 Efforts

The outbreak of COVID-19 has made the international opinion on China more complex and diverse. There are both positive public opinions praising China's anti-epidemic efforts and calling for strengthening global cooperation to fight COVID-19, and yet also negative ones as some people take the opportunity to discredit and attack and incite “confrontation” with China. In face of the complex international public opinion environment, relevant departments of the Central Government and governments at all levels in China have held press conferences intensively and foreign affairs departments, domestic media and the general publicof China have made great efforts by actively exploring telling true stories about China’s epidemic control. At present, with the epidemic raging around the world, China still bears the pressure of resurgence of the disease although the domestic situation has been brought under control in the country, how to tell the stories of China’s anti-epidemic efforts while fighting against the epidemic is worth our further thinking.
Spokesmen’ s Discourse Strategy in News Release under Public Health Emergency — The Case Study of Chaoyang District of Beijing Being Listed as a High-risk Area of COVID-19

As COVID-19 prevention and control has become part of the normal life, Chaoyang District of Beijing attracted public attention by being listed as the only high-risk epidemic area in China, as a result of inbound cases affecting families. In a situation where both “normal” and “emergency” coexist, the spokesmen’s news release has met many challenges. Under the framework of the theory of building public relations through dialogue, the paper has selected news conference videos, transcripts and other big data of public opinion during the period from April 20th to 30th, 2020 when Chaoyang District of Beijing was listed a high- risk area of COVID-19 as subjects of study, and analyzes the discourse strategies of the spokesmen in crisis news release concerning COVID-19. It also provides suggestions on how to build effective dialogue between the government and the public with news release as a bridge.

While facing COVID-19 raging in the world, the US and some European countries pointed their fingers at China,which has seriously affected the trust between the countries. This paper analyzes the reasons behind the formation of the negative attitudes of the US and some European countries and expounds China’s attitudes and stand on the issue, aiming to provide help for increasing trust and resolving the disputes between China and the US and some European countries, and also to push forward world peace and development.
The New Trend of China’s Hot Issue Diplomacy

In recent ten years, China’s hot issue diplomacy has made new progress in both practice and theoretical development, which not only has been driven by the transformation of China’s diplomatic strategy, but also the need to both safeguard China’s national interests and respond to expectations of the international community. China’s active diplomacy on hot issues has been conducive to not only safeguarding the national interests and enhancing national soft power, but also promoting transformation of the global security governance as well as major power diplomacy with Chinese characteristics. The Changing Characteristics of China-Japan Relations at Different Periods of Time

It has been 47 years since China and Japan resumed the normalization of diplomatic relations in the early 1970s. During the period, the relationship between the two countries has been unstable, being good and bad at varying times. Generally speaking, it can be divided into three phases: the honeymoon period from the 1970s to the 1990s, mainly marked by Japan’s economic assistance to China through ODA and the joint investigation of the Kuroshio in marine science and technology cooperation; the period from the 1990s to the first ten years of the 21st century which can be called a period of antagonism, mainly marked by the Fishing Boat Incident on September 7th of 2010 and the farce of purchasing the Diaoyu Island of Japanese Right-Wing in 2012; the last period from 2014 to today, during which the relationship between the two countries has been turning from confrontation to dialogue, from competition to cooperation, from containment to cooperation, with a general good development trend.
Britain’s Diplomacy after Brexit

For a long time, Britain has been a big power. Yet, it carries characteristics of a sub-power. After Brexit, it will further move towards being a sub-power. Britain’s diplomacy, bearing a historical continuity, will hold on with the traditions of pragmatism, geopolitical balance as well as Atlanticism. And Britain’s diplomacy will also make adjustments at three levels respectively: the EU-US-UK triangular relation as the primary one; the emerging economies as a key one; and the global realm with the Commonwealth countries as representatives. Britain’s diplomacy will still take the relations with the US and Europe as a priority. By taking advantage of the current good development trend in the China-UK relations, China should make full use of the “golden age” of the China-UK relations and push forward the bilateral relations from the current bilateral economic and traderelations focusing mainly on finance to an all-round development. Meanwhile, China should be alert to “the tactic of destruction through overpraising” and be prepared for any challenges in case the UK chooses abruptly to totally stand along with the US.

Individual Narrative and Emotional Connection: Li Ziqi’s Case from the Perspective of New Public Diplomacy

In the new era of public diplomacy, the goal of winning public friendship of other countries remains unchanged. The continuous evolution of new media’s technologies has provided enough technical tools to individuals to engage in public diplomacy. Focusing on the case of Li Ziqi, who has been viral online since 2019, this paper analyzes the data of overseas public’s comments on Li Ziqi’s videos through the Python language, and analyzes how Li Ziqi’s videos have triggered the empathy and recognition of the overseas public and have made very good public diplomatic effect from two aspects — the individual narrative and emotional connection. In the new era of public diplomacy, public individuals will become the main players of public diplomacy while developing emotional connection and winning good feelings by sharing their daily life experience with people in other countries. Even with the feature of playing a major role and with many technical means, the most important for the new public diplomacy is, however, to have cultural consciousness and make use of China’s unique traditional cultural resources in public diplomatic practice.
The Ocean All-Russia Children’s Care Center: Nongovernmental Diplomacy Helps Promote Ever-lasting China-Russia Friendship

With flexibility, strong affinity and high participation of the public, non- governmental diplomacy has become an inherent force of friendly exchangesbetween the peoples of different countries, and has formed a joined force with official diplomacy through complementarity. The high-quality development of China-Russia relations not only depends on cooperation between the two governments, but also friendly exchanges between the peoples of the two countries. After the disastrous earthquake took place in Wenchuan, China, in 2008, over 1,000 children in the disaster-stricken area were invited to recover at the Ocean All-Russia Children's Care Center in Russia. In 2018, these children who have now grown up revisited the Ocean All-Russia Children’s Care Center. As one of the participants of the event, the author has taken part in the non-governmental diplomatic activities for helping each other and sharing weal and woe between the Chinese and Russian people.

The book In Touch with Latin America (written by Jiang Shixue and published by the China Social Sciences Press in September of 2019) introduces Latin America with 100 essays in the fields of politics, economy, diplomacy, society, culture and history in an easy-to-understand way. It is of significance to deepen mutual understanding and cognition between China and Latin America and further promote the relations between China and Latin American countries.

The book Studies on Singapore’s National Identity (1965-2000) (writtenby Li Zhidong and published by the China Renmin University Press in 2014) depicts a clear road to the building of Singapore’s national identity from the internal side of the country, including the government, the social elites and ordinary people. The road is not only similar to those in other countries, but also features obvious Singaporean characteristics. The book also makes solid analysis from an academic history perspective with a strong problem consciousness, reviews the establishment and changes of Singapore's national identity from the angle of historicism, summarizes the development phases and characteristics of Singapore’s national identity, and specifically studies the changes in the building of Singapore’s national identity after its economic take-off, as well as what efforts Singapore has made for the sake of its national identity while in solving the various social problems caused by the “modernization syndrome”, so that readers can have a very clear outline of the development history of Singapore’s national identity.
