VISION
Chinese wisdom builds new international relations with a focus on win-win cooperation

At present, the international community is facing great changes, great reforms and great adjustments. The international order is evolving at an increasing speed. Countries face important opportunities, among them a declining risk of confrontation among major powers, a rapid progress of science and technology, and the development of regional cooperation. At the same time, global challenges including terrorism, climate change, as well as energy and resource security are increasing as well. International cooperation faces both major opportunities and many serious challenges. Chinese spirit, concept and approach are serving as guide for other countries to raise their goals of domestic and global governance as well as cooperation to the same level of peace and development, and help them promote the values of peace, openness and inclusiveness.
CAFTA is expected to be the pilot area of the “The Belt and Road” Initiative and the demonstration area of the community of common destiny.

The initiative of building the 21st century Maritime Silk Road was proposed by President Xi Jinping during his visit in Indonesia in 2013. This initiative and the initiative of building the Silk Road Economic Belt that proposed by President Xi Jinping during his visit in Central Asia in September 2013 supplement each other. These two initiatives constitute this integrated “The Belt and Road” millennium initiative. The “Belt and Road Forum for International Cooperation” held in Beijing in May 2017 attracted a lot of heads of states and governments of ASEAN. “The Belt and Road” Initiative is the mobilization order that stimulates China’s further opening wider to the outside world, deeply participating in economic globalization and striding towards the center of the international arena; and it is also a Declaration for China’s intention of having interactive development together with peripheral countries and countries along “The Belt and Road” and even the whole world. The Chinese nation and countries in the world, including countries of ASEAN, are striving together in good faith for realizing the magnificent undertaking of “The Belt and Road” Initiative, and they will write a brilliant new chapter for the development of contemporary human society.

A country needs to stand on the shoulders of giants in order to rise as a great power. Europe, where the ancient Silk Road used to end, once governed the world, which grants it a voice in the “connectivity in five areas”, i.e. connectivity of policy, transportation, trade, currency and the heart of the people. Hence, Europe is our ideal partner in implementing the Belt and Road Initiative. Winning the support of Europe has global significance for countries along the Belt and Road all have inextricable connections with the continent. The example of Europe shows that targeted measures should be taken to deal with the risks in regard to the perception of the Belt and Road Initiative and effectively respond to the concerns.
Public diplomacy and the building of China’s national image under the Belt and Road Initiative

The Belt and Road Initiative does not only mark the inevitable trend of China’s opening up, but also the country’s transition from a participant to a shaper of globalization. The article attempts to frame the national image China should create to help the smooth implementation of the initiative so that its identity of an active shaper of the international community would be recognized by countries along the Belt and Road route. It highlights that public diplomacy should focus on the countries along the route, and by this create China’s national image as a place of peace, growth, inclusiveness and as well as being a responsible stakeholder.

2017年2月13日，全国政协委员、察哈尔学会国际咨询委员会委员、中国外文局原副局长兼总编辑黄友义和察哈尔学会研究员、中国南亚学会理事、河北经贸大学尼泊尔研究中心副主任张树彬受尼泊尔驻华大使里拉·马尼·鲍德尔的邀请，在尼泊尔驻华大使馆就中尼智库对话会和中尼友好合作进行了座谈。
2017年2月23日，“东亚和平的新愿景”学术研讨会暨中日和平学者对话会在南京召开，就中日问题和如何构建真正的东亚和平进行了探讨。全国政协外事委员会副主任、察哈尔学会主席韩方明，“和平学之父”、察哈尔学会国际咨询委员会委员、挪威奥斯陆大学国际关系教授约翰·加尔通，以及来自中国、挪威、日本的30名专家学者、嘉宾出席了此次会议。会议期间，与会的日本大阪女子大学国际·英语学部教授奥本京子受聘为察哈尔学会高级研究员。
2017年2月24日，由察哈尔学会主办的“多元族群的善治之道：新加坡族群和谐与社会治理 ”圆桌暨《新加坡族群和谐机制：实现多元族群社会》新书发布会在中国水利电力建设大厦举行。察哈尔学会副秘书长、《公共外交季刊》编辑部主任马文生主持会议并发表致辞。
2017年2月26日，全国政协外事委员会副主任、察哈尔学会主席韩方明会见毛里求斯驻华大使李淼光，以及新加坡报业控股副执行长陈康威一行。
2017年3月1日，中国驻韩国大使邱国洪在韩国首尔会见了全国政协外事委员会副主任、察哈尔学会主席韩方明带领的察哈尔学会代表团。邱大使与察哈尔学会代表团成员亲切会谈，韩方明主席对邱国洪大使长期以来对学会的关心、支持和对半岛和平的不懈努力表示肯定。
2017年3月2日，中国知名外交与国际关系智库察哈尔学会主席韩方明博士应邀参加了韩国第49届国家早餐祈祷会，并在会后分别会见了主办方负责人和出席活动的多位韩国军政要员。同一天，韩国首尔传媒大学（首尔媒体研究院大学）举行教授受聘仪式，察哈尔学会常务副秘书长、国际传播委员会秘书长、高级研究员周虎城，因在传媒外交和智库发展领域的杰出表现，获聘韩国首尔传媒大学客座教授。下午，全国政协十二届五次会议新闻发布会在人民大会堂举行，中国进入两会时间。而开启两会时间的，则是全国政协外委会副主任、察哈尔学会国际咨询委员会委员、察哈尔学会国际传播委员会主席王国庆。他作为全国政协新闻发言人，在近一个半小时内回答了17个问题。
2017年3月7日，在全国政协十二届五次会议对外友好界别联组会发言中，全国政协外事委员会副主任、察哈尔学会主席韩方明对李克强总理政府工作报告中提到的关于建设中国特色新型智库给出了自己的建议。
2017年3月8日，受察哈尔学会研究员、中国传媒大学副教授赵新利邀请，察哈尔学会秘书长、高级研究员张国斌来到中国传媒大学，为同学们做 “国际礼仪文化素养”培训。
2017年3月9日，国防大学特聘教授王海运少将加入察哈尔学会并担任国际咨询委员会委员。王海运此前曾任中国前驻俄罗斯大使馆武官，他在俄罗斯-中亚-上合组织研究、国家安全战略和外交战略研究、能源外交战略研究等领域屡有建树。受聘仪式在北京举行，全国政协外事委员会副主任、察哈尔学会主席韩方明向王海运委员颁发聘书。
2017年3月21日，察哈尔学会同韩国济州和平研究院签署了一项谅解备忘录，共同推动两国公共外交领域合作，增进双方在学术、论坛以及传媒等领域的交流。察哈尔学会韩方明主席、济州和平研究院院长徐正河大使代表双方在备忘录上签字。
3月21日到30日，由察哈尔学会高级研究员、中国人民大学教授王义桅为团长的外交部“一带一路”南亚宣讲团先后访问了尼泊尔、巴基斯坦和阿富汗三国，宣讲行程超过两万公里，学会研究员范磊作为成员随访。
2017年3月22日，由察哈尔学会主办的“中美世纪博弈，日本如何选择？”圆桌会暨《日本梦》新书发布会在北京举行。察哈尔学会副秘书长、高级研究员王冲主持会议并发表致辞。
