2018年8月30日至9月1日,国际儿童读物联盟(IBBY)第36届世界大会在希腊首都雅典大雅典国际会议中心举行。察哈尔学会研究员、半岛和平研究中心秘书长、察哈尔学会文化与和平委员会委员、IBBY副主席、国际执行委员、中国分会(CBBY)副主席,中国儿童文学研究会常务副会长张明舟先生当选IBBY主席,成为该组织最高领导岗位上的首位中国人。

为庆祝“一带一路”倡议提出五周年,进一步推动共建“一带一路”向高向好发展,2018年9月7日,由中国公共外交协会、哈萨克斯坦国际关系委员会和G-Global国际秘书处主办、环球网和哈萨克斯坦欧亚大学孔子学院承办的“一带一路”中哈智库媒体人文交流论坛在“一带一路”首倡之地哈萨克斯坦拉开帷幕。两国官员、智库、媒体和企业代表在此次论坛期间围绕深化双边合作、推动人文交流等主题进行了广泛交流。

2018年10月10日,察哈尔学会在京举办中美关系闭门会。会议由察哈尔学会常务副秘书长、文化与和平委员会秘书长周虎城主持,全国政协外事委员会副主任、察哈尔学会会长韩方明,察哈尔学会国际咨询委员会委员、外交学会原党组书记、外交部美大司原司长卢树民,察哈尔学会全国理事会常务理事、民智国际研究院院长陈明键,中国社会科学院美国研究所原副所长、研究员李文,多位察哈尔学会研究人员参会,就中美关系建言献策。

2018年10月14日至15日,由中国外文局局和日本言论NPO共同举办的第十四届北京—东京论坛在日本东京举行。本届论坛主题为“深化互信与合作,共担亚洲及世界和平与发展责任—思考中日和平友好条约的现实意义”。中央宣传部副部长、国务院新闻办公室主任徐麟,日本前首相福田康夫出席开幕式并作主旨演讲与特别演讲。本刊总编辑赵启正、副总编辑韩方明出席论坛并发言。

2018年10月18日,2018中日韩公共外交论坛在韩国首尔举行。中国原国务委员戴秉国、日本自民党参议院议员松川瑠衣、韩国前外交通商部长官金星焕分别率三方代表团参加了论坛。本次论坛围绕如何通过地方政府交流、媒体间对话和青年间的交流来增强三国人民间的相互理解和友谊,并为东北亚地区未来和平与发展积蓄力量。

2018年10月25日,东莞公共外交协会第一届第四次会员大会召开,总结协会第一届第三次会员大会以来工作情况,通报协会一年财务收支情况,部署下阶段协会有关工作。市政协主席骆招群出席会议并讲话,东莞市政协正厅级干部、东莞公共外交协会会长李小梅作协会工作报告,市政协副主席、东莞公共外交协会副会长邓流文,市政协秘书长、东莞公共外交协会副会长安连天参加会议。

2018年11月9日,由察哈尔学会、北京语言大学国别和区域研究院、大国策智库联合主办的“‘一带一路’、非洲大陆与中美关系”研讨会在北京语言大学国别和区域研究院举行。察哈尔学会秘书长和志耕及学会代表与会。

2018年11月17日,察哈尔学会在京举办“察哈尔2018中欧•中德关系研讨会”,正在中国进行友好访问的原德意志民主共和国(民主德国)党和国家及军队最高领导人埃贡•克伦茨(Egon Krenz)、原德国统一社会党格拉专区委员会第一书记埃里希•波斯特勒(Erich Postler)应邀出席。

2018年11月21日,第四届察哈尔•议政府韩中公共外交和平论坛在韩国首尔国会议员会馆举行。韩国国会议长文喜相、国会外交统一委员长姜硕镐,韩国京畿道议政府市市长安炳龙,中国全国政协外事委员会副主任、察哈尔学会会长韩方明等出席论坛并致辞。本次论坛以“东北亚命运共同体和安重根精神”为主题,重点探讨推动东北亚和平与合作,构建命运共同体等有关问题。当前,朝鲜半岛局势发生积极变化,各方对半岛和平与发展寄予厚望,在此背景下召开的韩中公共外交和平论坛更凸显其积极意义。

2018年12月5日,第六届中韩公共外交论坛在江苏盐城举行,来自中韩两国的高级外交官、公共外交领域的专家学者及媒体界代表,就政治沟通、经贸往来、民间交流、媒体合作等方面,探讨中韩两国面向未来构筑全面信任,开启中韩关系新十年的路径和方法。

Promote Sino-Japanese Friendship through Media Coverage

From October 14th to 15th, 2018, the 14th Beijing-Tokyo Forum was held in Tokyo, Japan, co-sponsored by China Foreign Language Publishing Administration and NPO. The theme of this forum is “Deepening mutual trust and cooperation, sharing responsibility for peace and development in Asia and  the world — reflecting on the practical significance of the Sino-Japan Treaty of Peace and Friendship”. Xu Lin, Deputy Director of the Publicity Department   of the Central Committee of the Communist Party of China and Director of the Information Office of the State Council of China, and former Japanese Prime Minister Yasuo Fukuda attended the opening ceremony and delivered keynote speeches. Zhao Qizheng, Editor-in-Chief of the Public Diplomacy Quarterly, was invited to speak at the forum. This article presents the main content of his speech.

Strengthening Sino-Japan Public Diplomacy and Constructing a Northeast Asian Community

The year of 2018 is the 40th anniversary of China’s reform and opening up, and the 40th anniversary of the signing of the Sino-Japan Treaty of Peaceand Friendship. Over the past 40 years, Sino-Japan public diplomacy and non- governmental exchanges have made considerable progress, laying a solid foundation for the political exchanges and economic cooperation between the two countries. China-Japan public diplomacy is of great importance. Thanks to the efforts of people of several generations, China-Japan public diplomacy has achieved fruitful results. As Sino-Japan relations have entered a new era, the two countries should together carry out public diplomacy targeted at third countries, work together to build a northeast Asian community of shared future, and strive to promote economic cooperation and trade exchanges in Northeast Asia.

Abe’s Visit to China and the Cognition of the Media in China and Japan

On the 40th anniversary of the Sino-Japan Treaty of Peace and Friendship, Japanese Prime Minister Shinzo Abe paid an official visit to China from October 25th to 27th, 2018. This is the first official visit to China made by an incumbent Japanese prime minister in seven years. The event is an important indication of China-Japan relations returning to normal and entering a new stage of development. Abe’s visit is of great significance and has attracted wide attention from all parties, especially major global media. The People’s Daily, Guangming Daily, Global Times and other mainstream newspapers in China and five national newspapers in Japan all reported the news in time and published relevant comments. By interpreting these comments, this paper will compare the different perceptions and attitudes of the media in the two countries.

Constructing Sino-Japan Relations in the New Era

China and Japan, sharing a narrow strip of water, have more than two thousand years of communications and exchanges and yet half a century ofwar in the modern time. This is just like multifaceted Odysseus, who has not only a peaceful and friendly side, but also a fierce confrontational side. Since World War II, especially since the end of the Cold War, China and Japan, highly interdependent on each other, have had an extremely sensitive and fragile relationship which is among the most complex bilateral relations in the world. Whether due to their respective overall historical memories and national pride or the anarchy of the international power politics, both China and Japan have been stronger than ever before. So the theory “One mountain cannot accommodate two tigers” continues to be fermenting in this case, which has aroused close attention of the international community. At present, facing the historical opportunities presented by China’s view of developing major country diplomacy with Chinese characteristics and Japan’s all-round peaceful diplomacy in the new era, it is imperative to devote ourselves to making use of the opportunities to reach historical reconciliation in Sino-Japan ties and build a stable and long-term Sino-Japanese relationship.

On Japan’s Space Diplomacy Since 2008

Japan’s Diet enacted the Basic Law of the Universe in 2008. This has transformed the essence of Japan’s space policy from the previous peaceful utilization of the space to strategic utilization, elevating the policy of “the strong and efficient development of space” to a national strategy. Space diplomacy has also become an important part of Japan’s national strategy. In this paper, Japan’s space diplomacy since 2008 is reviewed with a division of three stages according to the three Basic Plans of the Universe formulated by the Japanese government. Space undertakings have the dual nature of maintaining people’s livelihood and national security. Japan’s space cooperation with developed countries lays stress on security, mainly on guarding against China. And the space cooperation with developing countries, however, gives emphasis to people's livelihood, mainly for expanding influence.

The Belt and Road Initiative and RMB Internationalization

At present, the pattern of the Belt and Road Initiative has taken shape, providing a good backdrop for the establishment of RMB area and the promotion of RMB internationalization. The author points out that the Belt and Road Initiative is conducive to alleviating the three outstanding issues, namely, “deleveraging and steady growth”, “going out and preserving reserves”, and “currency basket and the US dollar’s dominant status”, analyzes the domestic and foreign economic and policy situations, and puts forward policy proposals  for the coordinated development of the Belt and Road Initiative and RMB internationalization.

Media Diplomacy: Concept, History and Research Path

This paper focuses on two questions: whether media diplomacy is a new type of diplomacy, and whether media diplomacy is a diplomatic strategic tool or a diplomatic issue itself. Firstly, this paper clarifies the conceptual connotations of media diplomacy in the English and Chinese contexts. Then, in the context   of diplomatic history, the paper demonstrates that the media has always been an inherent element of diplomatic history and media diplomacy is not a new diplomatic style, through analyzing the three dimensions of the media concept, namely the media form, the symbol system and the organizational structure of  the media. At the same time, the paper points out that ever since the rise of the printed media, a relationship between the media and government diplomacy has been formed at the organizational structure level, which also constitutes the core issue of media diplomacy research in the English context. Finally, this paper points out that the emergence of the new media has broken the organizational  and professional media production pattern, and directly led to changes in media diplomacy practices. Therefore, in the context of the new media, media diplomacy itself has become an issue demanding urgent studies. This paper also holds that the media perspective can be a path for media diplomacy research.

Public Diplomacy for Overseas Chinese Affairs: Achievements and Experiences

Overseas Chinese are natural “non-governmental diplomats”, and public diplomacy for overseas Chinese affairs is an organic part of China’s major country diplomacy with Chinese characteristics. In recent years, China has actively promoted public diplomacy for overseas Chinese affairs, and has made many unique achievements and experience in policy guidance, the alignment on strategic developments, human resource cultivation, cultural exchanges, media publicity, comprehensive services and so on. Public diplomacy for overseas Chinese affairs is expected to play a greater role in the future.

Common interests among countries are becoming increasingly important. From avoiding war to controlling climate change, from settling territorial disputes to preventing and controlling financial crises, the solution of these problems requires closer cooperation among countries concerned. At the same time, the international community still has many difficulties in realizing these common interests. Today’s world is a mixture of continuity and change. Although international relations are still deeply influenced by historical forces, technological and social organizational changes have added new dimensions to understanding the political, economic and diplomatic affairs.

On the ancient Silk Road, merchants played an important role in the cultural exchanges between China and foreign countries and in the construction and dissemination of national image. In the new era, the Belt and Road Initiative has provided a broad platform for Chinese enterprises to “go global”, and entrepreneurs have become a new force for China’s public diplomacy. As active businessmen, Zhejiang entrepreneurs have collectively accumulated a lot of experience in the people-to-people communication between China and foreign countries, which provides beneficial enlightenment for the development of public diplomacy in China.

The People Diplomacy Concerning the Chinese Picture Book Museum of “Sandianshui” in Paris

Overseas Chinese education has a long history, but due to the constraint of conditions, its previous operational model cannot fully meet the needs of modern society today. The “Sandianshui” Project in Paris, starting from the Picture Book Museum, not only tells about stories of China in Chinese, but also of the local people and local affairs in Chinese. It serves both overseas Chinese families and the French community. In a short period of time, it has established a completely spontaneous folk exchanges network of local communities. Overseas Chinese women are not only the targeted recipients but also the disseminator of Chinese education and Chinese culture dissemination. Their participation in the practice of people diplomacy is fruitful, and their unique role is indispensable.

Cambodian King Sihamoni’s Buddhist Diplomacy to China

Since taking the thrown of Cambodia, King Norodom Sihamoni has actively pursued an independent, peaceful and non-aligned foreign policy and developed friendly relations with other countries. Sihamoni has made full use of Buddhist elements in his diplomatic activities with China, which has better built up Cambodia’s peaceful image and the king’s personal image of kindness and benevolence, thus enhancing Chinese people’s good opinions of Cambodia. We should respond positively to Sihamoni’s Buddhist diplomacy and give a full play to the positive role of Buddhism in public diplomacy.

Israeli New Media Public Diplomacy — A Case Study of the OfficialWeblog and Wechat Official Account of Israeli Embassy in China

Since the turn of the century, with the advancing internet technology, new media such as Weblog and Wechat have become new tools for governments to conduct public diplomacy. In recent years, the Israeli Embassy in China has been enthusiastically making use of its official Weblog and Wechat official account to shape public opinions and promote Israel’s image among the Chinese public so as to strengthen the nation’s cultural soft power. The Circle of China’s Friends in Macedonia

Chinese Students in France: Assisting China’s Reform and Opening up— A Review of Forty Years of Studying in France

Studying abroad is the core link of China’s educational opening up with the outside world, and also a bridge of multicultural exchanges between China and foreign countries. Furthermore, it is an especially important driving force  for China’s reform, opening up and social modernization. France is one of the earliest countries to carry out educational exchanges and cooperation with China.The bookForty Years of Studying in France(Overall Planning: Cheng Hui, FengSonglin and Cao Wei; Published by China Economic Publishing House in July 2018), based on the narratives of more than 200 scholars who have once studied in France, along with 160 precious historical pictures, a list of 13 associations of overseas scholars in France, and a name list of nearly 14,000 Chinese students in France, has recorded and presents some of the fantastic stories of Chinese scholars studying in France during the past 40 years of reform and opening up from 1978 to 2018 in a panoramic way with different perspectives. In terms of researching student groups studying abroad, China’s international education cooperation and cultural and foreign policies, the book holds important historical value. It also serves as an important guide for training both Chinese students abroad and foreign students in China and assisting the development of Chinese society.
